About the Role

  • To develop and chart out bidding strategies for the various sectors and clientele that Pace is currently engaged with or aspiring to engage with, through close coordination with the Pace executive team and design and supervision leadership. The goal is to develop winning tenders for the benefit of Pace and its clients, in accordance with Pace's business aims, strategies, and objectives. This shall be achieved in support of the Business Development team through the effective management of the full proposal life cycle. Operating out of Kuwait with frequent travel to KSA, Bahrain, and other destinations within the region as appropriate.

What you will be doing

  • Analyze and understand Pace vision and strategies and develop bidding approach and strategies for winning bids.
  • Build relationships with internal teams for compliance. Engage relevant stakeholders for robust proposals.
  • Design bidding strategies using cost and performance data.
  • Develop and enhance proposal materials and bid submission processes using all business intelligence.
  • Develop effective pricing and bid placement strategies using historical data and pricing data into winning bid margins.
  • Develop winning strategies and compelling outcomes for short and long term gains.
  • Ensure timelines and governance compliance, liaise with legal advisors and uphold company standards and position.
  • Establish a best practice bid management process that is logical, transparent, efficient, auditable, and value-adding.
  • Establish and operate a CRM process for clients and bidding opportunities, integrated with ERP systems.
  • Facilitate regular design team and business development pipeline meetings to drive bid process improvements.
  • Implement robust measures of bid effectiveness for win rates, financial, risk, reputation and client aspects.
  • Lead bid process coordination with executive and project delivery teams.
  • Lead full bid lifecycle including RFP receipt, review, go/no-go decisions, queries, meetings, proposal preparation, clarifications, contract review, and award process.
  • Lead proposal risk reviews, apply industry best practice and establish benchmarks on all aspects of bid management.
  • Lead the proposals team in performance, development, conduct, and career progression.
  • Manage opportunities from pre-qualification to contract award. Prepare business cases for proposals.
  • Measure stakeholder satisfaction internally and externally considering all client experience and outcomes.
  • Oversee bid implementation including reporting, budgeting, financial transactions, and execution.
  • Play a key role in the design and execution of Pace's business strategy, leveraging qualitative and quantitative proposal data and market/client intelligence.
  • Resolve bottlenecks and unexpected events, coordinate and produce responses to bid queries.
  • Serve as the single point of contact for bid proposals for the CEO and other Pace Directors.
  • Understand bid submission procedures in Kuwait, KSA, and Bahrain.
  • Prepare and issue project handovers to relevant teams upon contract award and mobilise accordingly.

Required Experience

  • 15+ years of professional experience in architecture/engineering environment.
  • 10+ years in tender and bidding processes is an advantage. 
  • Expert in leading teams in commercial management.
  • Multi-country experience including the Middle East.
  • Proven record of managing senior stakeholders and developing a wide range of client relationships. 

Education

  • Bachelor's degree in Architecture or Engineering.

Certifications & Memberships

  • Additional training courses, professional and personal development with membership to professional groups, societies or institutes, desired.
