About the Role

  • To supervise the assigned construction scope inorder to ensure Company and Contractors perform all work to agreed standards for health, safety, security and environment (HSSE) and demonstrate a commitment to attaining high levels of HSSE performance. As a HSSE engineer, this role requires a person who can inspire, energise and positively influence team and individual outcomes. The role is responsible for supervising, managing and motivating a team and providing appropriate support and guidance. Effective employee engagement skills are a key enabler in the performance of this role as is a values based leadership style. This position requires a leader with a strong, considered and engaging people focus to successfully deliver and drive a culture of respect and a desire to achieve customer service excellence. The ideal candidate will possess an innate ability to draw on the right skills in a contextually and environmentally appropriate manner, align team performance and develop capacity to achieve organisational objectives. What you will be doing

  • Assist Pace Project Director/Resident Engineer with the day-to-day HSSE operations of Pace team.
  • Assist with client with all aspects of project HSSE.
  • Confirm all incidents are investigated thoroughly with determination of the correct root causes and corrective and preventative actions.
  • Drive continuous improvement via regular HSSE inspections and trend analysis to better enable Pace to meet its legal and contractual requirements.
  • Escalation of noncompliance with sites HSSE program in accordance with contract documents, and all other related requirements, i.e., SVN, correspondence, etc.
  • Drive the education of related Pace HSSE management system documentation with Pace site employees.
  • Facilitate and document all aspects of formal HSSE assessments/risk assessments and collect required evidence to verify and validate the successful implementation of HSSE risk controls.
  • Hold regular project HSSE meetings to focus on compliance and continuous improvement.
  • Identify and determine the necessary HSSE measures to be placed on site as a preparedness to any potential emergency.
  • In conjunction with Pace HSSE Director/Manager, provide leadership and advice on all HSSE related matters.
  • Incorporate all HSE data collected from HSE site inspections, emergency preparedness and response in the monthly HSE report.
  • Oversee contractor building and road safety strategies and HSSE programs.
  • Prepare internal / external HSSE reports.
  • Produce project HSSE statistics and KPI information.
  • Promote internal project HSSE awareness through regular training sessions.
  • Remain up to date on HSSE regulations and actively network with other safety professionals.
  • Undertake other related duties as directed.
  • Verification of contractor HSSE closeout actions with identified hazards.

Required Experience

  • Over 10 years experience or as required by related supervision agreement.
  • Experience in HSSE with respect to construction contract management.
  • Experience having worked with reputable engineering firms, preferably consulting firms.
  • Has experience of leading HSE teams.
  • Built up experience of working to all relevant safety and environmental rules and regulations.

Education

  • Degree in Engineering, Occupational Safety or similar is expected.  

Certifications & Memberships

  • Additional training courses, professional and personal development with membership to professional groups, societies or institutes, desired.
  • Saudi Council of Engineers (SSE) Membership or any local engineer's society membership, i.e. CRPEP (for Bahrain).
  • NEBOSH / IOSH / IASP / OSHA certified.

Essential Skills

  • Strong working knowledge of Middle East health, safety, security and environment technical standards and legislation.
  • Exemplary understanding of Western and Middle East OHS&E requirements.
  • Excellent Risk management, assessment, audits and analysis skills and competences.
  • Change Management competencies and experience.
  • Conflict Resolution competencies and experience.
  • Demonstrated experience in developing and managing building and traffic safety.
  • Demonstrated high level communication (oral and written), negotiation, liaison and representation skills.
  • An ability to consistently display high quality customer service principle.
  • Working efficiently with all levels of any workforce, using clear robust communication channels with all stakeholders.
  • Working to KPI’s, targets and deadlines.
  • Practical knowledge to lead wellbeing programs.
  • Advanced level use of Microsoft applications.
  • Can lead, present and conduct workshops, briefings and trainings.
  • Strong cultural & behavioral awareness.
  • Strong experience with ISO and other types of external certifications. 
  • Expert in policy/procedure development & Implementation.
